Monday, March 3, 2003, at a City Council Meeting at Santa Paula City Hall: Reverend Jill Martinez, Oxnard, provided a history of Peoples Self-Help Housing Corporation, and distributed literature regarding their program, spoke in support of the Blanchard Library Affordable Housing and Education Project, and invited the City Council on a tour.
